Grumman Space Systems is seeking a Program Controls Manager 3. This
position will be located in Roy, UT and will support the Sentinel
(GBSD) program. Learn more about the Sentinel program here.
Northrop Grumman supports the Air Force's sustainment, development,
production and deployment of hardware and system modifications for
Intercontinental Ballistic Missile (ICBM) Ground and Airborne
Launch Control Systems, Launch Facilities and associated
infrastructure.What you will get to do:The Program Controls Manager
will have experience managing project controls teams in an Earned
Value Management System (EVMS) environment in support of
design-build, design-bid-build; and Engineer, Procure, Construct
(EPC) projects for Department of Defense or other Federal
customers. The Project Controls Manager 3 position is responsible
for the leadership of teams managing project and program schedules
and cost through the life of the project/program.Experience would
include:Managing project controls within the framework of complex
and mission critical programs through all stages of construction
project delivery.Success in inspiring trust within team members and
motivated teams to meet or exceed established objectives.Developing
effective teams from requisition, staffing and training through
scope execution.Daily tasks include but not limited to:Lead a team
of Project Controls professionals in project planning, scheduling,
cost tracking, performance measurement, and reporting in an EVMS
environment.Develop WBS and project cost coding structures.Utilize
project management systems and tools to update and manage project
budgets, commitments, expenditures, and forecasts.Develop and
maintain cost loaded or resource loaded schedules using critical
path methodology.Conduct project performance analysis using
industry standard earned value management processes and
techniques.Support project controls reporting requirements for
weekly and monthly status reporting.Maintain project budgets and
forecast spending plans.Prepare labor and subcontractor commitment
analysis reports.Prepare program and project cash flow
analysis.Develop and maintain project accrual reports.Provide
support for proposals and project change requests to include
schedule development, estimate development, pricing proposals, and
client negotiations.Lead administrative and document control
support across multiple construction projects in execution.As a

positions standard work schedule is a 9/80. The 9/80 schedule
allows employees who work a nine-hour day Monday through Thursday
to take every other Friday off.Basic Qualifications:BS in Business
Management, Engineering, Project Management, Construction
Management, or other related field with 8 years of project
controls/cost-schedule experience on Federal and Commercial
construction projects.5 years of experience with Earned Value
Management System5 years of experience Primavera P6 and MS
ProjectMust be a U.S. citizen and able to obtain a DoD Secret
clearance.Preferred Qualifications:Active Secret Clearance
adjudicated within the last 6 years.Master's Degree in Business
Management, Engineering, Project Management, Construction
ManagementFormal professional certification (PMI, AACE,
etc.)Ability to work both independently and as part of a
team.Proficiency with the Microsoft Office software suite of
applicationsExcellent written and verbal communication skills and
strong interpersonal skillsStrong organizational skillsDemonstrated
proficiency in meeting detailed deliverables with a high level of
accuracyAdaptability and willingness to adjust to client
needsFlexibility to work outside of normal business hours if
requiredMust pass drug test, physical, background check and must
have a satisfactory driving recordMust be willing to travel as
required to support our major programs" Salary Range: $147,700 USD
$221,500 USDEmployees may be eligible for a discretionary bonus in
addition to base pay. Annual bonuses are designed to reward
individual contributions as well as allow employees to share in
company results. Employees in Vice President or Director positions
may be eligible for Long Term Incentives. In addition, Northrop
